Good morning!

Now, on behalf of the evaluation team of Southeast University, I will report the evaluation results on the construction of "Healthy Lishui".

In October 2018, Lishui District was designated by the Central Committee of the Chinese Revolutionary Committee and the People's Government of Jiangsu Province as the practice base of the health care industry and the demonstration area of the “Health Jiangsu” strategy. According to the requirements of the plan, by 2022, “Healthy Lishui” will be leading in the Jiangsu province and advanced in China, and it will then be built as a national demonstration zone. By 2030, it will be internationally advanced and built as a national demonstration zone in an all-round way.

Entrusted by People's Government of Lishui District, our team has compared with more than 60 evaluation indicators of "Healthy China", "Healthy Jiangsu" and "Healthy Lishui", forming the following evaluation opinions through multi-dimensional analysis and evaluation, such as on-the-spot investigation of more than 10,000 residents in the whole district, in-depth interviews with 18 major construction units, as well as medical-public health-old-age data collection and statistics.

In terms of policy formulation and implementation, "Healthy Lishui" adopted the concepts of "health into everything" and "health first", formulated scientific plans and normalized evaluation mechanisms, and put forward the policy system with 5+4+8 as the main body, which was promoted and implemented. According to the plan, we have concluded that the policy and organization for the construction of "Healthy Lishui" met the planned requirements, and the effect was satisfactory.

The main target of "Healthy Lishui" is to build one platform plus three bases. By now, eight preliminary demonstration samples, such as "all-area health care", have been built, which can guarantee the inclusiveness of the masses and reach the regional demonstration effect. According to the results of a survey, the public participation rate of "Healthy Lishui" is 76.8%, and the satisfaction rate is 77.5%, which has reached the planning goal for 2022 ahead of schedule, among which the public participation rate of green travel, sharing facilities and healthy society cell project is the highest.

In the promotion of national health, "Healthy Lishui" has strengthened the prevention and control of major infectious diseases and major chronic diseases. The premature death rate of chronic diseases has decreased year by year, and the health literacy and health level of residents have been significantly improved. Many major assessment indicators have reached the 2030 targets of "Healthy China" and "Healthy Jiangsu" ahead of schedule. The happiness level of residents in the whole region has steadily increased.

In terms of basic medical care, public health and elderly service system, "Health Lishui" has expanded investment, upgraded basic medical care, improved public health and old-age service system, and attracted professionals. Both the People's Hospital of Lishui District and the Chinese Medicine Hospital in the district have been promoted to tertiary hospitals. The medical treatment alliance and the medical community operate together. Basic work such as contracted family doctor services and integrated treatment and convalesce has been promoted smoothly.

"Healthy Lishui" pays attention to both economy and environment. The district takes the lead in realizing Class III water quality in the whole province, and constructs a healthy environment system marked by 16 urban parks and 1350 kilometers of healthy greenways. A number of landmark health projects such as Jiangsu Rehabilitation Hospital and Nanjing Nursing Center have started to be built, and the health industry has grown steadily, reaching over 18 billion yuan annually. The main health environment and health industry indicators of "Healthy Lishui" have reached the planning targets.

To sum up, our conclusion is that the construction of "Healthy Lishui" has developed rapidly in the past two years. Compared with the targets of Healthy China and Healthy Jiangsu in 2022, the compliance rates of the main assessment indicators reached 94.4% and 90.3% respectively, among which 83.9% of the statistical indicators reached the 2030 national target. The construction of “Healthy Lishui” has entered the stage of sustainable development recognized by residents.

Ladies and gentlemen,

"Healthy Lishui" has been launched two years ago. There are still objectives to be finished and problems to be solved. We still have a long way to go. To this end, we put forward four suggestions: 1. Improve the "internet plus big data platform", 2. Support the health industry and development of Chinese medicine; 3. Pilot long-term care insurance to improve the integrated medical and health care services; 4. Encourage public participation in the construction of “Healthy Lishui” through brand influence.
